Definitions
- Association means Associate NCC Officer’s Association Karnataka.
- Unit denotes NCC Battalions.
- Group denotes NCC Group Headquarters.
- State denotes NCC KARNATAKA Directorate.
- Unit governing body denotes unit level governing body, Group Governing body denotes Group level governing body and State Governing body denotes state level governing body.

Any member of the association may apply to the Gen.Secretary for any information as may be required or any matter of the subjects or rules and regulations of the association.
Functioning
Membership fee, monthly fee, donations, grants from governmental or non-governmental agencies, loans, balance / income from various activities
Governance
The governance of this association will be at three levels.
1.Unit Council
The Unit Council consists of all the members of a battalion. From this unit council, a President, Vice President, Secretary, Joint Secretary, Treasurer, and two members to the Group Council shall be elected. This seven member committee will govern the association at the unit level. Every year there should be at least three meetings at the unit level.
2.Group Council
The group council will consist of all the five office bearers and the two Group Council members of each battalion. Thus a group having seven battalions will have a group council of 7 Bn. x 7 = 49 members. From the Group Council members; President, Vice President, Secretary, Joint Secretary, Treasurer and four members to the State Council shall be elected. This committee will lead the group level activities of the association. There should be at least one lady representative in the group council. Every year there should be at least two group council meetings and three governing council meetings.
3.State Council
State Council consists of the nine members from each group consisting of five office bearers and four state council members. Thus a state having five groups will have 5 x 9 = 45 members in the state council. Apart from this 4 vacancies are to be reserved for those ANOs who were Office Bearers at the Group or State Level earlier and has a minimum of five years’ service as ANO. The State President can nominate these four members. Thus the state council consists of 49 members. From this state council a 15 member state committee is selected for ease of functioning. Any two members from the four nominees also will be nominated to this state committee. These members will have all the rights and privileges as the other state committee members. Thus the state committee consists of 17 members. From these state committee members; 1 President, 3 Vice Presidents, 1 General Secretary, 3 Secretaries, and 1 Treasurer should be selected. They will lead and co-ordinate the association at state level. There should be a minimum of 4 state committee meetings and 2 state council meetings.
Unit Council General Meetings and Governance
1. All members of a particular unit registered in the state membership register will be considered as members of that Unit’s General Council.
2. All members will have right to vote at the unit level.
3. Each calendar year will be a year for the association.
4. Annual general body meeting should be held before 10th of December every year.
5. In such unit level annual meetings the income-expenditure-balance statements and budget for the next year should be presented.
6. The general meeting should have a minimum of two third of the total members of the unit or at least seven members whichever is lower.
7. The secretary should give notice to the members 10 days in advance along with the agenda of the meeting.
8. For election at unit level secret ballot should be preferred.
9. The Unit Council can have an advisory committee consisting of at least three members.
10. It is the duty of the members to participate in the meetings.
11. On written request by two third of the members, the unit secretary should convene special general council meetings.
12. It is the duty of the Unit Council to execute all the activities and projects approved by the State Council.
13. The State Council will have the power to dismiss any member/s or Unit Council Office bearer/s who act against the common good of the association
14. If in any case a property or properties of the association is irrecoverably lost the final decision will be from the State Council.
Group Council General Meetings and Governance
1. The group council will consist of all the five office bearers and the two Group Council members of each battalion. Thus a group having seven battalions will have a group council of 7 x 7 = 49 members.
2. Each calendar year will be a year for the association
3. Annual general body meeting should be held before 20th of December every year.
4. In such group level annual meetings the income-expenditure-balance statements and budget for the next year should be presented.
5. The group meeting should have a minimum of two third of the total members of the unit or at least ten members whichever is lower.
6. The secretary should give notice to the members 10 days in advance along with the agenda of the meeting.
7. It is the duty of the members to participate in the meetings.
8. For election at group level secret ballot should be preferred.
9. On written request by two third of the members, the group secretary should convene special group council meetings.
10. It is the duty of the Group Council to execute all the activities and projects approved by the State Council.
State Council General Meetings and Governance
1. Each calendar year will be a year for the association
2. Annual general body meeting should be held before 31st of December every year.
3. In such state annual meetings the income-expenditure-balance statements and budget for the next year should be presented.
4. The state council meeting should have a minimum of two third of the total members of the unit or at least twenty members whichever is lower.
5. The secretary should give notice to the members 10 days in advance along with the agenda of the meeting. The members should attend the meeting.
6. For election to select the state committee secret ballot should be preferred.
7. It is the duty of the state council members to participate in state council meetings and it is the duty of the state committee members to participate in the state committee meetings.
8. On written request by two third of the members, the state secretary should convene special state council meetings. If he denies it the said members can convene a state council meeting.
9. If any amendment is to be made to the byelaw of the association the general secretary should give notice to the state council members 10 days in advance. The amendment would come into effect only if three fourth of the members vote for it. Otherwise it will be invalid. If an amendment is made an original copy of the new bylaw should be submitted to the registrar’s office within 14 days of the said meeting.
10. At the end of the first year of the state council the income-expenditure-balance statement should be audited by an Auditor. From the second year onwards the state council can entrust a member/s to audit the income-expenditure-balance statement. The state committee should select member/s to audit income-expenditure-balance statement at group level. The group committee should select member/s to audit income-expenditure-balance statement at unit level.
11. The state council will have the power to dismiss governing body member/s or the governing body itself if they act against the common good of the association.
12. If in any case a property or properties of the association is irrecoverably lost the final decision will be from the State Council.
13. The state council shall select the following office bearers for the smooth functioning of the association.
a) State President
b) Three Vice Presidents
c) State General Secretary
d) Three Secretaries
e) Treasurer
14. The term of this governing body will be for two years.
15. Existing governing body will continue in the office till the new governing body takes charge.
16. The names of the new office bearers should be submitted to the Registrar’s office within 14 days of the said meeting for election.
17. If in any case there comes an occasional vacancy in the state committee the state president will have the right to nominate a member from the state council. It will come into effect only if the state committee approves the selection. The state president, with the approval of the state committee, will also have the right to nominate members to the occasional vacancies in the State Council, Group Council and Unit Council from the respective State, Group or Unit Councils.
18. If a state committee / state council member fails to attend three consecutive meetings without sufficient reason the state committee / state council will have the power to remove the person from it provided he has no liabilities.
19. If in any case majority of the state committee members resign their post the State General Secretary should convene an urgent State Council meeting to select the new state committee.
20. The State Committee should meet at least every three months.
21. It is the duty of the State Committee to execute all the activities and projects approved by the State Council.
22. In each Unit/Group/State Council governing body meetings the income-expenditure-balance statements, vouchers, bills etc. should be presented, checked and signed. If in case there are differences the person/s concerned should show cause and such amounts are to be refunded.
23. Every year after the state general body meeting, within 21 days of the meeting, an original copy of the income-expenditure-balance statement duly signed by two governing body members should be submitted to the District Registrar.
24. Every year after the selection of the Unit/Group/State Council a list of the selected members should be submitted to Registrar office.
25. If in any case a subcommittee is to be formed it will be headed by a governing body member.
26. If office staffs are appointed there should be clear service and salary agreement.
27. If the association runs reading rooms, libraries etc. there should be clear cut rules and regulations for its day to day functioning.
28. For the prosperity of the association and its members projects should be formulated and executed with the consent of the state council and state committee.
29. If the association takes any loans it should be signed by the President, General Secretary, Treasurer and a minimum of two governing body members.
